If you are looking for low budget accommodation in Pantai Cenang that gives you best of almost everything including cozy & clean rooms with all basic amenities, friendly staff, close proximity to the beach and even great views from some select rooms, then Mali Perdana Resort in my opinion is an ideal choice. The hotel came up in 2008.
Being located at the southern end of Pantai Cenang, this budget resort also has an advantage of being a little isolated from the typical Cenang crowd. From the road, there is a 50-yard stretch of sandy area which you need to walk across to come to the reception area.
A key deposit of RM50 is required for each room which is refunded at the time of check out when you hand over the room key back to them. The staff at the counter are quite friendly and helpful. Remember, this is a basic budget hotel and therefore do not expect prompt service particularly when the hotel is full. However the housekeeping is quite active and keeps the rooms and the hotel premises quite clean.
The hotel is basically a two storeyed building with rows of rooms on both sides of an open passage. The passage leads to the beach the other end. Although the hotel is located at one of Pantai Cenang, the beach accessible from the backside of the hotel is
Pantai Tengah and not Pantai Cenang beach.
Rooms & Amenities
The rooms at the end of the passage have great views and have higher rates than the others. Our favorite room is #10 at the ground floor and the one just above that (#20). They have the best views of the water. To access the beach, you will need to go down to the end of the passage towards the backside.

There is an open patio at the backside which is commonly shared with the next door hotel (Tanjung Malie Resort). There are three beautiful leaning coconut trees here that have been fenced at the bottom with concrete seating. Just sit under one of the trees and soak in the wonderful view of the water.
Or alternatively, there is a stairway from this open patio that leads down to the Pantai Tengah beach on the left. The long stretch of the white sandy beach is wonderful and you can see several tourists engaging in parasailing. The beach here is relatively less crowded than the Pantai Cenang beach and is also quite suitable for swimming.

If you look towards right from the patio, there are many rocks and rocky formations. We often found some Europeans with their families climbing up the rocks and enjoying the views of the water from the top. It is this same rocky cliff that actually separates the Pantai Canang beach from Pantai Tengah beach. Otherwise both would have been a single stretch of sand.

The rooms are quite simple but clean and have all the basic amenities like TV, geyser in the toilet (small instant ones), air-conditioning etc. Most rooms along two sides of the passage have no views. Only the ones at the end have great views. They are considered luxury rooms and additionally have mini fridge.

One of the best things that I liked about our room (#10) is a small and almost a private patio behind it facing the sea. There are couple lounge chairs provided in the room. In the evening, it's a pleasure to take the lounge chairs out, sit and enjoy the sheer ambience with great views. After a hot sunny day, this was the best time I enjoyed looking at the sea with small islands at a distance while enjoying a beer :)

The hotel offers free wi-fi around the reception and open lobby area. The reception staff will give you the password. The speed is quite okay.
Extra mattress, pillow, blanket, towel, bed sheet etc are offered at additional cost.
Kettle, iron and mugs are also offered at additional cost.
Instant noodles, package water and beverages are sold at the reception.
There is enough car parking space.
Laundry service is available.
There is a shaded hut structure created at the back side which can be used for relaxing or enjoying a barbecue dinner. Although the hotel has no restaurant of their own, they can arrange for barbecue dinner for 15-40 persons.
Check in at 3pm, check out at 12noon. However if you request in advance, they do cater to early check in as they did in my case. During high season it may not be possible though.
The hotel is located 15 minutes by cab from airport. They arrange for airport transfers by taxi. There is a taxi stand in front of Underwater World.
What we like about the hotel
Mali Perdana's location is one of the best in the island. It gives you best of almost everything that you may be looking for. Being at one end of Pantai Cenang, it's less crowded but at the same time all the shops, bars and restaurants are within stone's throw distance. The resort is located right next to Underwater World, Zon & Coco Valley Duty Free stores and Mc Donalds. You can access them all in a minute's walk. So if you are looking for some cheap beer or alcohol, and like to pickup some burgers & fries etc, this is the best place for that.
Another great point about Mali Perdana is free and unlimited offering of tea and coffee at the reception area. Pre-prepared tea and coffee are kept at the tea/coffee makers from 7am until 11am in the morning. You can come down to the reception area and self serve yourself. Sugar and cream are also kept separately. In fact you can make tea or coffee for your self any time of the day. There is a hot & cold water vending machine kept just outside the reception. You can get hot water in a glass and make tea or coffee for yourself anytime.
Service is very friendly and the staff at the reception talk to you with a smiling face. They are quite helpful as well and can guide you with what may be the best restaurants or shops around. They also offer
Island Hopping Boat Tour which is one of the cheapest in the area.

What can improve
Actually in its class and category, the hotel has tried to do everything possible to keep their guests happy. If there are one or two irritants that we found, that would be first the geyser in the toilet. Although we were in the ground floor and one of the best rooms (#10), the water pressure was quite low and taking a shower on a thin jet of water is often a bit irritating.
Although the instant (Chinese make) geyser in the bathroom appeared new, we found the shower socket in the wall broken, as a result the hand held shower could not be fixed on the wall. The water pressure in the shower is also very low. We also noted a bit of water leakage from the commode when we flushed it. So maintenance can certainly improve.
